On August 3, Poloff delivered reftel demarche to Ministry of Foreign Affairs (MFA) Human Rights Attache Hamid Nasibov. Poloff left the points in reftel paragraph ten as a non-paper, along with Ms. Felice Gaer's CV. While Nasibov had no comment, he promised to pass the non-papers to his superiors and follow up with any substantive comment. ¶2. Separately, per reftel instructions, on August 8 the Embassy transmitted the diplomatic note in support of Ms. Felice Gaer's re-election to a seat on the United Nations Committee Against Torture, along with her CV.
