(S) A/Pol Counselor met 12/12 with MFA Senior Non-Proliferation officer Dionyssios Kyvetos and MFA non-proliferation officer Photis Bourloyannis. They noted that Greece had "finally" received a formal report from France on 12/10 of the French experts' analysis of the contents of the cargo detained from the M/V Anemone on 10/12 (ref B). The French assessment is that the ship contained "missile parts" originating in North Korea. Bourloyannis added that this is "also the Greek assessment." ¶2. (S) Kyvetos and Bourloyannis affirmed that based on this assessment, Greece will seize the material in question; it will not be shipped to Syria. When asked as to what Greece's plan is for the material, however, they demurred, noting that the question of the shipment's ultimate disposition remains "under consideration." They were not able to provide any additional details. They also made no request for U.S. assistance in the disposition of the cargo. SPECKHARD
