(C) POL staff delivered reftel points to Ana Maria Baiardi, the MFA's Director General of Multilateral Policy, and Terumi Matsuo, the MFA's Director for International Organizations. Baiardi conveyed that Paraguay shared our concerns regarding Belarus and had no intention of supporting Belarus. Baiardi said France and Germany had already called on her to convey similar concerns regarding Belarus' candidacy. ¶2. (C) We can rely on Paraguay not to support Belarus. CDA is in touch with French and German counterparts here to ensure Paraguay instructs permrep to actively urge other UNGA members to support Slovenia and Bosnia. FITZPATRICK
