1. (U) Sensitive but unclassified. Not for public Internet.
2. (SBU) Lidiya Kerimi of the President's Institute of Democracy
and Human Rights and editor of the Institute's journal, came to the
Embassy's public Information Resource Center (IRC) on August 21.
She inquisitively asked for help from the IRC director to find
information on the U.S. criminal code and how laws are passed in the
United States. She told the director that she hoped for more
cooperation and information from the IRC in the future, promised
return visits, and even asked for help in obtaining her own
subscription to the Journal of Democracy.
3. (SBU) Six months ago, it was unimaginable that someone like
Kerimi would visit the IRC. Kerimi also plans to contact OSCE and
the local office of American Bar Association Central European and
Eurasian Law Initiative
(ABA/CEELI) for information. In the past, the President's Institute
of Democracy and Human Rights held little credibility in fulfilling
its apparent role. According to Kerimi, the institute's periodical
will start up again, after an absence of one and a half years.
Before publishing stopped, it was filled with praise for
Turkmenistan's legal system.
4. (SBU) The IRC's visitorship continues to increase and diversify
with Kerimi's visit being the most important example to date.
