1. (SBU) A/CDA met with Russian Ambassador Blatov April 3
and presented reftel talking points and statement of
principles in Russian translation. He noted this was a
U.S-Russian presidential initiative, and asked Ambassador
Blatov to join him, or other EmbOffs, to make a joint
demarche to the Government of Turkmenistan.
2. (C) After perusing the material, Blatov said he
personally would be glad to join a joint demarche, but would
seek concurrence from Moscow. He speculated that
Turkmenistan's "permanent neutrality" could prevent Ashgabat
from joining such a multi-lateral initiative. A/CDA pointed
out that the Government of Turkmenistan is party to the U.S.
Proliferation Security Initiative, and that, in principle,
the Global Initiative to Combat Nuclear Terrorism should be
little different.
3. (U) Ambassador Blatov undertook to respond to EMBASSY
Ashgabat by the beginning of the week of April 9.
