1. (U) Following a July 24 decree dissolving Madagascar's National
Assembly, the Council of Ministers decided July 25 the election for
Deputies to the National Assembly will be held September 23. In a
power guaranteed by Article 69 of the Constitution, the Council also
decided the new Assembly will be reduced from 160 members down to
127 members.
2. (U) The Council of Ministers explained this decision would align
the National Assembly with the new emphasis on an administrative
structure composed of 22 regions and 119 districts. Each of the 119
districts will elect one Deputy each. An additional eight Deputy
seats will be apportioned to the major population centers of
Antananarivo, Fianarantsoa, and Tamatave. Article 69 of the
Constitution also grants the Council of Ministers the authority to
delineate these parliamentary districts. The decision also mirrors
other recent moves by the GOM to create a more efficient and
cost-saving parliamentary structure -- for example, shortening the
parliamentary session from three to two months. Critics predictably
suggest this is just the GOM's latest move to weaken the Parliament.
