1. (S) We delivered ref a demarche to MFA Arms Head of
Department Serhan Yigit on April 3. We thanked Yigit for
MFA's efforts (reported ref b) on the Turkish firm Norm
Limited and explained that we have new information that the
Turkish firm Rottest A.S. and a second firm located in Izmir
are providing nuclear, biological, and chemical (NBC)
decontamination equipment to the Iranian armed forces and
facilities associated with Iran's chemical weapons program.
We told Yigit that we wished to alert the GOT to this
information so that it can take steps to prevent Turkish
companies from engaging in activities that could trigger U.S.
sanctions.
2. (S) Yigit replied that the MFA had no information on
Rottest or the other unnamed Izmir firm, but undertook to
investigate the matter and report back the GOT's findings.
Yigit asked if we could provide details on the kinds or
quantities of equipment that had been provided to Iran and if
we knew whether or not the equipment included dual-use items.
3. (S) Any additional information that we could provide the
MFA on the type of NBC decontamination equipment sold to Iran
by Rottest or the other firm would aid the GOT investigation
of the companies' exports.
