1. (S) We delivered reftel paper to MFA Department Head for
Arms Control and Disarmament Elif Ulgen on December 17.
Ulgen, who personally reviews all export licenses to Syria
involving Australia Group-controlled items, expressed
appreciation for the information and promised to share the
information with other relevant agencies in the GOT. She
also offered to notify us if she does come across any export
license applications involving multi-ton shipments of
chemicals mentioned in reftel.
