UNDER U.S. EXECUTIVE ORDERS

1. Per reftel we met with and advised all relevant parties
in the Turkish Government to inform them of these
designations. Those contacts are Ministry of Foreign Affairs
Deputy Director General for Iranian Affairs, Babur Hizlan,
Ministry of Foreign Affairs Deputy Director General for
Security Affairs, Sakir Torunlar, Chairman of the Banking
Regulation and Supervision Agency (BRSA),Tevfik Bilgin, and
President of MASAK, Genc Osman Yarasli. MASAK is Turkey's
Financial Intelligence Unit. All parties expressed
appreciation for the notification and will follow up with us
in the future as appropriate.
