(C) Per reftel, Embassy requests permission to meet with the
PLO Ankara mission to discuss PA President Abbas' November
12-13 trip to Turkey. The PLO mission is led by
Fatah-affiliated Ambassador Nabil Maarouf, whom we believe
has strong ties to Abbas. In conjunction with Israeli
President Peres' concurrent visit, the GOT has extended an
invitation to both leaders to address the Turkish Grand
National Assembly (TGNA) on November 13. Given the upcoming
Middle East meeting in Annapolis and the likelihood that
Abbas and Peres will meet in Ankara, Post believes Abbas'
visit will be of interest to the Department and warrants
direct contact with the local PLO representative to discuss
it.
