AT NATO MINISTERIAL, OCTOBER 24-25

1. (C) Defense Minister Gonul contacted Ambassador October
15 to convey his request for a meeting with Secretary Gates
on the margins of the NATO Defense Ministerial in Noordwijk,
Netherlands, 24-25 October. Gonul explained that the purpose
of the meeting would be to discuss the GOT's request to the
Turkish parliament (expected to be presented October 16) for
approval to conduct a cross-border operation into northern
Iraq against the PKK -- both what the approval would mean and
what it would not.
2. (C) We strongly recommend that Secretary Gates agree to
meet with Gonul.
