(S) MFA Aviation Department Head Hamid Olcay informed us on
August 28 that the GOT denied overflight clearance for the
Iranian air carrier PARS Air that was seeking permission for
a PARS IL-76 aircraft to cross Turkish airspace on a cargo
flight from Tehran to Aleppo, Syria (reftels). Olcay stated
that Turkey denied overflight permission because the Iranian
request had not been filed at least five days in advance of
the proposed flight as is generally required, and did not
meet the criteria for an emergency flight for which only 48
hours notice would have been needed. Olcay told us that, as
of August 28, the MFA has received no subsequent overflight
request for this flight.
