(C) We delivered reftel talking points and conference agenda May 16 jointly with Russian Embassy First Secretary Dmitri Zykov to Ceylan Oskiper, Head of Department for OSCE, MFA Arms Control and Disarmament Department, urging a high-level, mulit-sectoral Turkish delegation. Oskipper thanked us for making her aware of the importance the US and Russia are placing on the conference. She told us that she was not aware of Turkish participants in the conference. ¶2. (C) In a follow-up call on May 21, Oskipper told us the Turkish delegation had not been finalized, but that she expected it would be led by a Director General-level MFA official.
