(C) Deploying ref b points, we informed MFA Heads of
Department Dinc (Multilateral Affairs) and Buyukkarakas
(Russia, Belarus, Ukraine) on May 10 of the new state of play
on UN Human Rights Council elections. Dinc responded that
the GOT as a matter of policy does not reveal its UN votes
ahead of time, but added that the Buyukkarakas' office had
strongly recommended against Belarus for the UNHRC. Later on
May 10, French poloff Raymond informed us that he had
separately demarched Dinc on the issue, and Dinc responded
that "you will be pleased with our choice." Based on this,
it appears that Turkey will support Slovenia and Bosnia for
the UNHRC, not Belarus.
