1. (C) Foreign Ministry Deputy Director General for NATO
Affairs Serdar Kilic told us May 4 that Turkey is awaiting
the EU's answer on its request for increased participation in
ESDP, inclusion in the European Defense Agency (EDA),and
progress on the Security Agreement between Turkey and the EU.
He said that Javier Solana had promised Turkish officials he
would consider "concrete steps" to meeting Turkey's wishes.
The GOT is waiting to hear more.
2. (C) Kilic confirmed that Turkey has notified the EU it has
withdrawn its contribution, a reinforced brigade, from the EU
Headline Goal 2010 catalogue of forces to demonstrate its
seriousness of purpose.
3. (C) Kilic also confirmed the GOT believes the EU police
missions in Kosovo and Afghanistan fall under Berlin Plus
arrangements due to the NATO support already included in
planning for both missions. While denying direct linkage
between Turkey's position on ESDP and the EU missions in
Kosovo and Afghanistan, Kilic affirmed that EU progress on
meeting its commitments to Turkey would make it easier for
Turkey to demonstrate flexibility concerning Berlin Plus
arrangements for those missions and NATO-EU relations in
general.
4. (C) Kilic repeated the GOT's hope for U.S. support with
the EU for Turkey's efforts to achieve a "qualitative change"
in its participation in ESDP (ref a).
