(S//NF) The Government of Jordan (GOJ) is unlikely to object to the proposed designation of Human Appeal International (HAI). While the GOJ does not yet have clear legal authority to administratively freeze the economic resources of persons designated pursuant to UN Security Council Resolution 1267 and subsequent resolutions, it may, if it believes the evidence and threat sufficient, choose to initiate a criminal investigation of a charity suspected of financing terrorist acts. Provisional blocking of funds pursuant to a criminal investigation is possible under current Jordanian law. ¶2. (S//NF) The Ministry of Social Development, the GoJ ministry responsible for charity oversight, does possess the legal authority and institutional capacity to dissolve the board of a charity suspected of wrongdoing and appoint administrators to ensure its continued operation and has done so in the past (ref B). ¶3. (S//NF) A directory of foreign non-governmental organizations registered in Jordan obtained on February 13 by Post from the Ministry of Social Development reveals that HAI is registered in Jordan under the name "Charitable Deeds Organization" (Hay'a Al-A'mal Al-Khairiyyah). The registered representative is an individual named Rami Ahmed Abd Al-Rahman. Its address is listed as: "Abdali, Near the Al-Ahli Hospital, P.O. Box 925828, Amman." HALE
