SUBJECT: PROPOSED G11 OBJECTIVES FROM JORDAN FOR SUMMIT OF G8-G11
PRESIDENCIES
1. (SBU) The Government of Jordan (GOJ) provided the Ambassador the
following list of its four key objectives for the summit to be held
in Berlin on November 14, 2007 between King Abdullah, as the
President of the G11 Lower-Middle Income Countries, and Chancellor
Angela Merkel, as the G8 President:
-- Parties launch a sustainable relationship between the G8 and G11,
which would provide a platform for regular dialogue and
consultation, including on policy matters, at different levels -
i.e., annual meetings of the Presidents of the G11 and the G8,
Sherpa-level technical meetings to discuss areas of cooperation and
plans for the way forward, and possibly invitations of the G11 to
the G8 summit in 2008.
-- Presidencies agree to a specific theme that could be developed in
2007 and 2008 and which could be based on at least one of the four
initiatives proposed for future cooperation between the G11 and the
G8 as a first step - i.e., assistance in infrastructure, supporting
Small and Medium Enterprises (SMEs),poverty alleviation, and
developing a research and development base to facilitate transfer of
technology. The GOJ views agreement on a specific theme as critical
to moving forward and anchoring the new G8-G11 relationship.
-- G8 welcomes the G11 white paper, forwarded septel, which
represents the core of the G11 initiative and the common ground
agreed to by all G11 Heads of State.
-- Summit paves the way for efficient follow-up of the new
relationship and initiative with the G8, particularly with the
upcoming Japanese G8 presidency, with the hope of securing an
invitation for the G11, or for a number of G11 heads of state on
behalf of the group, to participate in the upcoming G8 summit in
Japan in 2008.
2. (SBU) Assuming agreement, the Jordanian G11 presidency would be
interested in issuing a joint communique with the German G8
presidency that would include all of the four key objectives
identified above. A proposed draft communique has been forwarded
septel.
