1. (S) The Ambassador and U.S. Security Coordinator Lt.
General Dayton met with the General Intelligence Directorate
(GID) chief Mohammad Dahabi October 1 to discuss plans for
training 700 Palestinian National Security Forces in Jordan,
scheduled to begin in late January 2008. Dahabi made it
clear that Jordan welcomed this mission, and agreed that a
way would need to be found to pay for training weapons and
ammunition - something that the USG could not do. It was
also agreed that the Jordanian side and an INL/USSC team
would commence negotiations on training agreement details
after the end of Ramadan and 'Id al-Fitr.
2. (S) Dahabi identified one of his senior officials as a
point of contact to meet on October 2 with an INL/USSC team
which will conduct further detailed discussions with GID and
the Public Security Directorate (PSD),followed by potential
training site visits. Dahabi indicated that the lead
counterpart on this training would be the PSD. The likely
training site suggested by Dahabi would be the Jordan
International Police Training Center (JIPTC) run by the PSD,
Jordan's national police.
