JUDICIAL COOPERATION REQUESTS
REF: 06 AMMAN 6706
Classified By: Ambassador David Hale, Reasons 1.4 (b) and (d).
1. (C) The legal office of the Jordanian Foreign Ministry
delivered to LEGATT January 28 the final outstanding tranche
of documents responding to pending Department of Justice
requests for judicial cooperation.
2. (C) LEGATT obtained custody of 15 binders of certified
documents. The majority of the documents related to the
Safah Group request relayed to the Jordanian government by
Diplomatic Note 431 on April 26, 2006.
3. (C) COMMENT: These are the final remaining cases
responding to requests dating back as far as 2004. This
success comes after years of intensive and continuous
engagement with the highest levels of the Jordanian
government. The Foreign Ministry continues to make clear
that it is Jordan's accession to international agreements on
terrorist financing and narcotics that allows bank secrecy
rules to be lifted in these cases. Bank secrecy will
continue to prevent the prompt sharing of account information
in cases not involving terrorist financing or narcotics.
