1. (SBU) Embassy received a diplomatic note from MFA dated
January 17, in response to the U.S. proposal for a written
framework agreement for the transfer to Jordan of detainees
from Guantanamo (ref A). The Jordanian note requests "the
names of the fourteen detainees who are expected to be
transferred to the Kingdom, their files and any related
information which will enable concerned authorities to study
them."
2. (C) On December 12 polcouns conveyed to MFA the names of
the two detainees the USG would like to send to Jordan next -
Hassan Achmed Abu Kabir and Zaid Muhammad Sa'ad al Hussein
(ref A). On January 22 the director of the Foreign
Minister's private office told polcouns that GOJ agencies
were still considering the Abu Kabir and al Hussein cases.
COMMENT: In the past GOJ interagency consideration of
similar requests has been a lengthy process. In this case,
post believes the GoJ might address the Abu Kabir and al
Hussein requests only after it has first reached a decision
on ref A request for a written detainee transfer framework
agreement. END COMMENT.
