(C) Poloff delivered reftel demarche March 28 to Khalid
Takhayneh, head of the Foreign Ministry's Disarmament
Section. Takhayneh said he is requesting a meeting of the
National Committee for the Implementation of the Chemical
Weapons Convention to discuss HCA implementation. Takhayneh
told Poloff that the Minister of Interior is reluctant to
sign the HCA as he fears that opposition figures will use the
HCA as evidence of the GOJ's willingness to sign anything the
U.S. asks it too. Takhayneh also told poloff that the
committee prefers the text of the Italian HCA, reftel, over
the December 2005 Ad Ref agreement.
