SUBJECT: AMBASSADOR DELIVERS DEMARCHE AHEAD OF ARAB LEAGUE
SUMMIT
REF: STATE 36209
Classified By: Ambassador David Hale for reasons 1.4 (b) and (d)
(C) Ambassador raised reftel points with Foreign Minister
Abdelilah al-Khatib on March 22. Khatib said he expected
private talk on Iran would be tougher than the final public
message, and would focus on a private message to be sent
through the Omanis. It would call on Iran to limit its
rhetoric and work to reduce sectarian tensions. Turning to
Sudan, Khatib said he hopes UNSYG Moon will use his
attendance at the summit to speak directly with Sudanese
President Bashir about fulfilling his commitments and
repairing his broken relationship with the UN. Khatib
anticipated Egyptian facilitation of such a side meeting.
Finally, Khatib told Ambassador there is the intention at the
summit to renew the Arab League Initiative and cast it in the
most positive light possible. He said this would reflect the
Arab desire to move forward on the Israeli/Palestinian issue.
