(C) Polcouns met with Mahmoud al-Hmoud, head of the Foreign
Ministry's legal office, on March 6 to seek updates on the
proposed detainee transfer framework agreement (ref F),GOJ
consideration of our request that Jordan accept three
Guantanamo detainees (ref B),and to provide Hmoud with
photographs (ref A) of the six Jordanian detainees held in
Guantanamo. Hmoud thanked Polcouns for the photos, and said
that GOJ decision-making regarding the U.S. request for a
transfer framework agreement will move forward once GOJ
policy-makers - especially the General Intelligence
Directorate (GID) - complete their review of all six
Jordanians held in Guantanamo. He noted that his office
would also have "minor" legal points for us on the text of
the draft, but he would not be authorized to begin that
conversation with us until after the larger policy decisions
had been made. In response to polcouns' query, Hmoud said
that for Jordanian policy makers, our request for a proposed
framework agreement was "inextricably" bound up with our
request that Jordan accept three Guantanamo detainees. Hmoud
did not know how long it would take for the GID to complete
its review.
