BLUE LANTERN LEVEL 3: POST-SHIPMENT END-USE CHECK

On 23 December 2007 we met with Saadi Saib, Assistant to the Provisioning Manager for Air Algerie, to conduct the post shipment end use check on license 050036215. Saib attended the meeting in place of Mr. Zaoeali, the Provisioning Manager listed as the contact on reftel. While we were not able to visually inspect the parts listed in reftel, Saib answered all questions posed to him and appeared forthcoming with all information. When asked whether or not we would be able to physically inspect the shipment, Saib replied affirmatively and provided us with details on the necessary steps to gain access to the warehouse facility where the parts were currently stored. ¶2. In response to our verification questions, Saib noted that Air Algerie is only importing parts to the locations indicated on the contract. Saib also replied that he understood that only the parties listed on the license application may receive defense articles and affirmed that this was indeed the case. Saib noted that the maintenance contract with the Algerian Air Force is exclusive and that Air Algerie does not have similar contracts with any other Air Forces in the region. Saib described the nature of the contract and work being provided for the Algerian Air Force as strictly maintenance support for the Algerian Air Force fleet of C-130 aircraft. According to Saib, Air Algerie operates a warehouse and maintenance facility at the Algiers International Airport and all contracted maintenance is provided at this site. Saib said the spare parts have not yet been delivered to the Algerian Air Force and are being stored by Air Algerie for use exclusively on the Algerian Air Force maintenance contract. ¶3. Although a site visit did not occur during this meeting, Saib told us we should be able to visit the site at the airport in early to mid January after submitting the proper paperwork for access approval by the Algerian Airport authorities. There was no indication that Air Algerie was attempting to block the inspection nor any indication that Saib was insincere during the meeting. In fact, he appeared very knowledgeable on the subject and was most helpful during our brief, yet productive meeting. We will send another update following the expected site visit in January. FORD
