1. Ambassador October 2 asked MFA acting Director General
for International Organizations Tafiane for Algerian support
for the candidacy of Felice Gaer to the UN Committee Against
Torture. Tafiane was uninformed about the upcoming election
and said he did not know of any particular candidate whom
Algeria would support. He was relieved when he heard we had
been discussing the candidacy with the Algerians in Geneva.
2. We will keep urging the MFA to send an instruction from
Algiers but our sense is that the Algerian ambassador in
Geneva has considerable authority in deciding whom to support.
