(SBU) Post requests the Department's assistance in screening the following Ethiopian candidate that has been nominated for USG-sponsored training, pursuant to the Leahy Act and Foreign Assistance Act. Post has no derogatory information. ¶2. (SBU) The training is an International Counterterrorism Fellowship Program and responds to terrorism and will be conducted at the National Defense University at Fort Lesley ¶J. McNair in Washington DC. This Ethiopian Colonel was nominated to attend this important phase of training and this is an urgent request. If post delays, Ethiopia will be cut off from future nominations of this type. ¶3.
