(C) On December 14, poloff delivered reftel information to
Paul Essel, Supervising Director of the Office for
Multilateral, Legal, and Passport Affairs at the MFA. Essel
thanked us for the information and said that while some
parties worry about the possible precedent that Kosovar
independence would set, he feels a unilateral declaration of
independence by Kosovo seems imminent. Essel said peace and
stability are paramount and Ghana does not want to see
increased tension in the region.
