(SBU) On December 5, POLOFF delivered reftel talking points
and information to Paul Essel, Supervising Director of the
Office for Multilateral, Legal and Passport Affairs at the
MFA. Essel thanked us for the information and said that as
long as the situation in Darfur is ongoing, the Special
Rapporteur should continue her work. He added that she must
conduct her work in an objective manner in order to maximize
her effectiveness.
