On November 15, POLOFF followed up with Paul Essel,
Supervising Director of the Office for Multilateral,
Passport, and Legal Affairs at the MFA, on reftel demarche.
Essel said that the GOG is still considering its position on
the resolution. He added that "some people" see the
resolution as a "political tool" and are therefore weary of
its passage. Ghana, he said, will continue to consult closely
with its mission in New York and others as it decides how it
will vote.
