On November 5, poloff delivered reftel information to Paul
Essel, Supervising Director of the Office for Multilateral,
Passport and Legal Affairs at the MFA. Essel thanked us for
the information and said he could not specifically comment on
Ghana's priorities for the Ministerial, nor could he say who
would represent the GOG in Bamako. Essel promised to relay
reftel information to his superiors.
