The lack of any known family members in Ghana combined with his serious medical conditional make his case for resettlement especially urgent. ¶2. This Embassy referral is for: Thomas Doe, DPOB: November 16, 2002, Tai, Cote d'Ivoire. ¶3. Thomas' mother, Priscilla Waylee, was previously resident in Ziahtown, Liberia, but fled to Cote d'Ivoire in 1991 after rebel troops began targeting ethnic Krahns for their presumed support of the incumbent Doe government. Priscilla gave birth to Thomas while in Cote d'Ivoire, but she had to flee again when Liberians and other foreigners became targets of inter-ethnic fighting during Cote d'Ivoire's civil war. Thomas then lived with his mother, grandparents, and siblings in Budumburam Camp until all of his relatives were killed in a vehicular accident on May 14. ¶4. Thomas himself was also injured in the accident and was hospitalized at Accra's Korle-Bu Hospital, where he remains in a coma and is believed to be paralyzed on the left side. BROWN
