1. (C) On May 11, Poloff delivered reftel demarche to Paul
Essel, Supervisory Director of the MFA's Office of Legal,
Multilateral Organizations, and Passport Affairs. Essel said
that Ghana supported the establishment of a Special Tribunal
for Lebanon, but believed the issue was delicate, as it
involved an internal Lebanese debate that his country needed
to respect. He stated that we should all work together to
ensure that the tribunal was established, so that those who
committed violence could be brought to justice, but left the
clear impression that Ghana may be willing to tolerate more
parliamentary delays.
