1. (SBU) Nigeria has recently completed, though
not yet formally adopted, a second draft of its Integrated National
Avian Influenza Response
Plan. Copies of that plan were submitted to AIAG
via e-mail. Three UN consultants worked closely
with the GON on this new draft, including a UN Communications
Specialist. Stakeholders including
FAO, WHO and the World Bank and bilateral donors vetted the draft
plan. Thus post is confident that
the communications strategies in this draft are consistent with WHO
best practices. Actual implementation of the plan, including
communications strategies have been weak.
