(C) On June 15, PolOff delivered reftel demarche to Obiora
Egbunike, Assistant Director of the Second United Nations
Division (SUND) in the Nigerian Ministry of Foreign Affairs.
Mr. Egbunike concurred that both Cuba and Belarus were
"problem countries" and that eliminating country-specific
mandates would, indeed, "reward repressive regimes." While
Mr. Egbunike was not authorized to announce an official
response, he pledged to communicate our demarche points to
the SUND Director, currently attending the UNHRC meeting in
Geneva. (Note: Newly inaugurated President Umaru Yar,Adua
has yet to appoint any ministers. The Permanent Secretary
who is currently in charge at MFA was attending an ECOWAS
summit, and so the highest ranking GON official available to
discuss and elaborate upon United Nations-related issues was
Mr. Egbunike.)
