Sison for reasons 1.4 (b) and (d). ¶1. (S) Ambassador briefed MinState Al Sha'ali on the contents of the National Intelligence Estimate non-paper on December 3 evening. He promised to share this inforamtion with Foreign Minister Abdullah bin Zayed, who is in Doha. ¶2. (S) On December 4, DCM reviewed talking points with MFA Director of Organizations and International Conferences Yacub al Hosani. Al Hosani appreciated receiving the non-paper and conveyed his conviction that Iran typically operates in a duplicitous manner regarding its nuclear program and other issues, maintaining one position publicly while secretly pursuing another course of action. ¶3. (S) Ambassador also met with Yousef al Otaiba, Director of International Affairs for the Crown Prince's Office in Abu Dhabi, on December 4 and passed a copy of the non-paper. SISON
