(C)At Embassy Baghdad and NSC request, Ambassador shared the
draft text of the "Declaration of Principles for a Long Term
Relationship of Cooperation and Friendship between the
Republic of Iraq and the United States of America" with
Foreign Minister Sheikh Abdullah bin Zayed al Nahyan on
November 25 and subsequently arranged a telephone call
between Ambassador Crocker and AbZ (refs A and B) that
evening. On November 27, Ambassador briefed Minister of
State for Foreign Affairs Mohammed al Sha'ali on the signing
of the declaration by POTUS and the fact sheet (ref C).
Minister of State al Sha'ali, who is heading the Foreign
Ministry during the Minister's trip to Annapolis, appreciated
the additional information regarding the UNSC Chapter VII
mandate. Al Sha'ali promised to convey the contents of the
fact sheet and additional points to AbZ upon the Minister's
return. He also commented favorably on the document's focus
on the long-term future of the Iraqi people.
