(S/NF) DCM delivered reftel demarche to MFA Acting Under Secretary Tareq Al-Haidan on Wednesday November 14. He SIPDIS thanked Al-Haidan for the UAE's continued support for enforcing UNSCRs 1737 and 1747 and requested that the UAE investigate the shipment on board the M/V Seventh Ocean and take appropriate action. Al-Haidan committed to communicating with the appropriate authorities in Dubai and having them investigate the shipment. Econchief and Polchief followed-up with Al-Haidan's office and senior Dubai DHS/ICE representative raised the issue with Dubai Customs authorities and encouraged them to investigate the shipment and prevent it from reaching a UNSCR 1737 designated entity. DHS/ICE representative determined that the vessel was scheduled to arrive in Dubai's Port Rashid at 0700, November ¶15. ¶2. (S/NF) Later on the 14th, Al-Haidan contacted DCM to assure him the matter was being taken care of. Post will follow-up to determine action taken. ¶3. (S) Action Request: In a previous transshipment, the Y/M Energy, the UAE was unable to determine, independently, the connection between the stated consignee and a designated end user (ref b). If there is any information Department can provide to demonstrate that the consignee is a front company for Iran's Defense Industries Organization, it would help the UAE with its investigation.
