Sison for reasons 1. 4 b, c, and d. ¶1. (S/NF) Ambassador delivered reftel demarche to MFA Acting Under Secretary Tareq Al-Haidan on Saturday, September 29 (over the UAE's weekend). She thanked Al-Haidan for the UAE's continued support for enforcing UNSCRs 1737 and 1747 and requested that the UAE investigate the shipment on board the YM Energy and prevent the shipment from reaching the Iranian firm Shahid Hemmat Industrial Group. Al-Haidan committed to communicating with the appropriate authorities in Dubai and having them investigate the shipment. The same day senior Dubai DHS/ICE representative raised the issue with Dubai Customs authorities and encouraged them to investigate the shipment and prevent it from reaching a UNSCR 1737 designated entity. On Sunday, September 30, GRPO contacted Dubai's General Directorate for State Security about the case. ¶2. (S/NF) On October 1, Al-Haidan confirmed that the ship was still port and that the investigation of the shipment was continuing. He promised to pass further information as soon as he received it. ¶3.
