1. (U) THIS IS AN ACTION REQUEST. Please see para 4.


2. (C) Head of MFA's Department for International Security
Sanja Bujas-Juraga requested USG guidance from PolOff
December 15 regarding a pending export license application
from Croatian nuclear scientists to offer technical training
in "Symptom-Oriented Emergency Procedures" to the Chashma
Nuclear Power Plant in Kundian, Pakistan. Juraga stressed
that the license request does not involve the transfer of any
technology or materials but only training on saftey-related
technology already available in the Chashma complex. Post
understands the scientists hope to travel to Pakistan early
in the new year.


3. (C) In considering the application, Juraga obtained
information from the publication "Risk Report" that the
Chashma facility was under USG sanctions from November 1998
to October 2001 for being "involved in nuclear or missile
activities" and remains on the U.S. "Entity List" of end
users that present an unacceptable proliferation risk.
According to Juraga, the GoC has no suspicions about the
intentions of the Croatian scientists and the services appear
to be entirely related to safety at this heavy-water reactor,
but they remain uncertain whether these services could be
misused for WMD purposes.


4. (C) ACTION REQUEST: Post requests guidance by 29 December
in responding to the GoC's inquiry regarding current USG
views on the Chashma nuclear facility and the advisability of
approving an export license for Croatian scientists to
provide Chashma with training in "Symptom-Oriented Emergency
Procedures".
