1. (U) The following is post's reply to REFTEL.


2. (SBU) Immigration Databases:

-- Croatia uses the National Border Management Information
System (NBMIS). This is a regional integrated system being
provided through EU CARDS which incorporates data from
EUROPOL, INTERPOL, Schengen and National Police indices. It
is in the first phase of installation and is now operational
at the Bajakovo POE, Zagreb Airport and Bregana POE and all
POEs will have access in the next two to three years. The
Croatian government decides which POE will obtain NBMIS based
systems by frequency of foreign traveler arrivals and
budgetary constraints. Additional problems are limited
manpower and training. NBMIS is updated constantly by all
users.


3. (SBU) Watchlist and Information Sharing:

-- The NBMIS name-based watchlist system includes information
from national police indices. The watchlist system includes
EUROPOL, INTERPOL, Schengen watchlists, but does not include
UN nor TSA NO FLY lists. NBMIS replaces the requirement for
all bilateral/multilateral agreements.


4. (SBU) Biometrics:

-- There are no biometric systems in place at POEs and no
current plans to install any. Croatia currently uses no
biometric technologies. Croatia is only now developing a
proposal for issuance of biometric passports.


5. (C) Identifying Appropriate Partners:

-- Post believes that host country would be an appropriate
partner in full data sharing when Croatia is accepted into
NATO. In the interim, post will continue to share specific
information as needed.
