1. (SBU) Post submits the following list of high-level GOAM
attendees for the 61st UNGA per reftel instructions. MFA
International Organizations Department Director Valery
Mkrtumyan told us schedules remain tentative but that
Foreign Minister Vartan Oskanian will head the GOAM
delegation. Post will report septel when more specific
information becomes available.


A. ATTENDANCE OF HEAD OF STATE.

--Robert Kocharian, President of the Republic of Armenia,
will not/not attend.


B. ATTENDANCE OF HEAD OF GOVERNMENT.

--Andranik Markarian, Prime Minister of the Republic of
Armenia, will not/not attend.


C. ATTENDANCE OF FOREIGN MINISTER.

--Vartan Oskanian, Foreign Minister of the Republic of
Armenia, will attend.

--Oskanian plans to arrive September 23, in preparation for
his speech on September 25. The Foreign Minister's
departure date has not been set.

--Oskanian's wife does not/not plan to travel with him.

--Oskanian operates comfortably in English and does not
require interpretation.


D. ATTENDANCE OF OTHER VIPs.

--Salpi Ghazarian, Assistant to the Foreign Minister of the
Ministry of Foreign Affairs of the Republic of Armenia will
attend.

--Ghazarian's planned arrival/departure is currently
unknown.


E. ATTENDANCE OF FOREIGN MINISTRY OFFICIAL RESPONSIBLE FOR
IO AFFAIRS.

--Valery Mkrtumyan, Director of the Department of
International Organizations of the Ministry of Foreign
Affairs of the Republic of Armenia, will not/not attend.

EVANS
