1. (C) We delivered reftel points regarding Ambassador Melvyn
Levitsky's re-election to the International Narcotics Control
Board (INCB) March 27. Armenian Ministry of Foreign Affairs
International Organizations Department Chief Valery Mkrtumyan
told us that the GOAM would actively support Ambassador
Levitsky's INCB candidacy in exchange for U.S. support of
Armenia's candidacy for United Nations Human Rights Council.
"We like reciprocity, it's a nice principle," Mkrtumyan said.
2. (C) When we noted that Mkrtumyan had previously indicated
Armenia would vote with consensus on Ambassador Levitsky's
candidacy (ref B),Mkrtumyan relented, commenting he would
discuss our points, and Ambassador Levitsky's candidacy, with
"colleagues" and provide a formal response by March 31.
