SUBJECT: REQUEST FOR LEAHY AMENDMENT VETTING



1. This is an action request for human rights verification
required by the Leahy Amendment; see para. 2.


2. The Embassy requests the Department's timely assistance in
performing human rights vetting for the following
proposed participants in two George C. Marshall Center
programs. Ruben Ananyan will attend the Program on Terrorism
Security studies January 23-March 2, and the others will
attend the Program in Advanced Security Studies January
15-April 13.
