(SBU) Charge delivered reftel talking points to Deputy
Foreign Minister Arman Kirakossian on December 26.
Kirakossian said that Armenia would comply with UNSCR 1737,
but said that as Armenia relied solely on the UN list of
designations, it had no mechanism to designate the Aerospace
Industries Organization. We pressed home the point that this
is "not the time for business as usual" with Iran and urged
Armenia to show solidarity with the international community's
effort. Kirakossian said that Armenia would remain vigilant
to prevent proliferation of illicit materials to and from
Iran, but hoped that the international community would be
understanding of the limits of Armenia's ability to influence
its southern neighbor.
