1. (SBU) On August 4, we delivered reftel points and draft
agreement to Director General of Civil Aviation Artyom
Movsesyan. We also sent a copy of the draft agreement with
an accompanying diplomatic note to the MFA. Movsesyan told
us that he felt such an agreement would be positive but that
other government officials would need to review the document
before the GOAM could sign it. He also indicated that he
would be open to starting discussions about an Open Skies
agreement. Please send the Open Skies information material
and model text (reftel) to Economic Affairs Officer Elizabeth
Pelletreau.
