1. (U) On August 30, post provided reftel list of PSI
participants to Dell Higgie, Director for Security Policy at
the Ministry or Foreign Affairs and Trade (MFAT) and New
Zealand's Ambassador for Counter-terrorism. On September 1,
Ambassador Higgie's office phoned to ask why Papua New Guinea
and Qatar were not on the list, as both had participated in
the June 23 PSI High Level Political Meeting in Warsaw.
2. (SBU) Action requested: Please provide background
information for post to share with Ambassador Higgie on the
criteria used to assemble the reftel PSI list.
