Baranska responded that Poland shares the U.S. view that any resolution on a Register of Damages should be entirely consistent with the report of the UNSYG. The GOP concurs that the Palestinian goes beyond the mandate of the authorizing resolution, and also agrees that the technical mandate cannot and should not be expanded to include the verification and assessment of claims. ¶2. (C) Baranska added that she had provided clear instructions to the Polish Mission in New York to oppose the Palestinian draft, and should the Palestinian observer delegation continue to press the issue, to insist on a written explanation of the inconsistencies. She assured that such a Palestinian document would be for the record and that there was no expectation it would lead to a change to the Polish position in principle. ASHE
