1. (C) PolExt Chief delivered reftel points November 22 to
Grzegorz Jazowski, Counselor in the MFA Security Policy
Department responsible for OSCE Ministerial preparations.
After consulting with his Department Director and others,
Jazowski confirmed that Poland approaches the Georgia/Moldova
conflicts much the way the U.S. does. The Polish government
has supported from the beginning OSCE efforts to mediate
these conflicts and believes strongly in the importance of
achieving long-lasting solutions that respect the sovereignty
and territorial integrity of the recognized governments of
Georgia and Moldova. The GOP agrees with the proposed
building blocks in reftel.
2. (C) The Polish delegation has been working actively within
the EU Caucus to ensure that appropriate drafting language is
proposed for the OSCE ministerial documents, and that a
strong common position is achieved. Although Poland must
respect the Finnish presidency and the designated EU leads
and allow them to speak on behalf of the EU in most cases, it
is always ready to consult with the U.S. and other non-EU
partners as appropriate.
3. (C) Jazowski opined that the days of including strong
Ministerial Declarations and separate regional statements
have perhaps passed, since the Russian Federation has refused
to accept any meaningful language on the Georgia/Moldova
conflicts since the 2003 Maastricht Ministerial.
