1. (C) DCM and PolCouns conveyed U.S. concerns about the
prospect of EU sanctions on Turkey (reftel) to Deputy FM
Pawel Kowal on November 21. Kowal acknowledged the concerns
but had no substantive response.


2. (C) PolExt Chief discussed the issue in greater detail
later the same day with Pawel Herczynski, Deputy Director of
the MFA EU Department. Herczynski indicated that the GOP
supported strongly continuing the process of EU accession
talks with Turkey. Accordingly, Poland would work hard
within the European Council to ensure that any "Plan B"
sanctions at the December 14-15 EU Summit were as moderate as
possible and did not foreclose Turkey's options or otherwise
encourage the GOT to abandon accession negotiations.
