1. (C) SUMMARY. Pol External Chief delivered reftel
demarches upon receipt to Miroslaw Luczka, Deputy Director of
the MFA UN Department. Luczka confirmed that, consistent
with the EU common position, Poland would oppose procedural
efforts to block consideration of Canadian, EU and
U.S.-sponsored country specific resolutions in the UN Third
Committee and oppose retaliatory resolutions put forward by
the countries targeted. SUMMARY.
2. (C) Luczka said that Poland would support the
U.S.-sponsored resolutions on Belarus and Uzbekistan as well
as the Canadian-sponsored resolution on Iran. Given EU
solidarity, there was no question that Poland would support
the EU-sponsored resolutions on the DPRK and Burma.
3. (C) Luczka also said that Poland would oppose retaliatory
resolutions, including the Iranian-sponsored censure of
Canada and the Belarusian measures attacking the U.S. He
commented, however, that the third Belarusian proposal
attempting to limit the use of country specific resolutions
had been crafted quite cleverly and might lead some nations
to abstain rather than oppose it outright.
